Being sat next to someone who is on their mobile at the top of their voice(why can't people talk quietly when they are on the phone) is completely intolerable and they should pay for theprivilage. The cost to use a mobile phone should also be sky high (excuse the pun) and limited to the last few rows at the back of the plane. That's not to say that you wouldn't have been allocated that seat in the first place, just alleviating the risk that you might not. The airline would still sell all seats on the plane (or as many as possible) so there's no problem with loading or weights. Don't pay for it and you'll probably just get it anyway - if hardly anyone pays for it, they're hardly going to charge you if they are forced to put you into it.
