London is 3 but no prizes for guessing which city is number 1. Here's a clue: it's miles better ;-) I'd put a link to the site but, despite being a good magazine, their website is shockingly bad to use. I have a cousin living in Beverley, North Yorkshire, and we have spent many happy weekends driving around through magical scenery, and wonderful villages.
